Implementing Corporate E-Governance and its Challenges

India, hitherto laggard in e-governance, has made considerable progress in recent times.

A huge number of changes can be brought about by e-governance in the corporate sector and this trends would be a natural progression in the Information Communication Technology (ICT) movement, which has been making waves in the country. The phenomenal growth of corporate sector calls for prompt and efficient delivery of technological services to enable the businesses to compete on the global front.

The growing number of companies has made the paper-based system more difficult and its weak business regulatory environment was illustrated aptly in a recent report in which India was ranked 77th as regards business organisation and efficiency.

Here are some of the challenges of implementing corporate e-governance in India according to experts:

• Inadequate and uneven e-Infrastructure along with widespread e-literacy which is now being handled with a growing concern.1. Taking a holistic view and arriving at an integrated solution
• Lack of sponsorship for e-Governance programmes along with lack of interest and understanding in overall e-Governance principals.
• Lack of online resources, especially for the rural population, which is now being solved with mobile internet penetration in such places.
• Lack of suffi cient maturity for the procurement process, which focuses on costs rather than quality
• Inability of project sponsors to propel the project without public scrutiny and time/cost overruns owing to poor management
• Failure to define similar technology standards for better interoperability, cost-effectiveness, and usability
• Ensuring e-Governance in local and regional languages is a big task to achieve in a country with huge diversity
• Presence of a host of departmental silos and inaccountability within government machinery
• Absence of information transparency, infrastructure, skill and awareness.
• Absence of change management that the automated environment will introduce.

The other obstacles for implementing corporate e-governance are huge geographical distances, lack of trained and competent human resources, and lack of ICT penetration, especially in rural areas.
